Definici贸n de econom铆a verde, una piedra en el zapato de R铆o+20

NUEVA YORK, 14 jun La discusi贸n central enla Conferenciasobre Desarrollo Sostenible, que se realizar谩 la semana pr贸xima en R铆o de Janeiro, girar谩 en torno al concepto de 鈥渆conom铆a verde鈥 y sobre la mejor forma de definirla.

 

鈥淪i la econom铆a se define claramente para apuntalar un desarrollo sostenible sin recurrir a experimentos basados sobre el mercado o soluciones t茅cnicas ser谩 un 茅xito鈥, dijo Alex Scrivener, oficial de pol铆ticas del World Development Movement (http://www.wdm.org.uk/), (Movimiento Mundial de Desarrollo conocido por sus siglas en ingl茅s WDM), con sede en Londres.

 

El secretario general dela Organizaci贸nde las Naciones Unidas (ONU), Ban Ki-moon, dijo la semana pasada que la comunidad internacional debe alcanzar un consenso sobre una econom铆a verde inclusiva, 鈥渜ue saque a la gente de la pobreza y proteja el ambiente鈥.

 

Esto, se帽al贸, requiere colaboraci贸n internacional. Pero tambi茅n inversi贸n, financiaci贸n, experiencias compartidas y transferencia de tecnolog铆a.

 

Un tema clave de la cumbre, conocida como R铆o+20, que se realizar谩 del 20 al 22 en R铆o de Janeiro, ser谩 c贸mo integrar una 鈥渆conom铆a verde鈥 al concepto m谩s amplio de desarrollo sostenible.

 

Seg煤n WDM, 鈥渦na verdadera econom铆a verde adoptar谩 la justicia econ贸mica, el derecho de las comunidades pobres a definir su propio camino para salir de la pobreza, y terminar con las pol铆ticas perniciosas que priorizan la ganancia a la gente y al ambiente鈥.

 

Tambi茅n pondr谩 fin, dice WDM, a 鈥渘uestra obsesi贸n con el crecimiento econ贸mico y con un consumo no sostenible, los que reubicar谩 haciendo hincapi茅 en c贸mo cubrir las necesidades de todo el mundo de manera verdaderamente sostenible鈥.

 

El borrador del plan de acci贸n, documento que se discutir谩 en R铆o+20, divulgado en enero era vago y dej贸 afuera muchos de los compromisos concretos, se帽ala la organizaci贸n, pero las siguientes negociaciones parecen haberlo diluido todav铆a m谩s.

 

Sin declaraciones espec铆ficas, como la disponibilidad de fondos para facilitar a los pa铆ses en desarrollo la implementaci贸n de pol铆ticas verdes o un cronograma concreto para la eliminaci贸n de los subsidios a los combustibles f贸siles, el documento final de R铆o+20 corre el riesgo de ser una declaraci贸n sosa de generalidades, a帽ade.

 

WDM observa que las naciones industrializadas como Gran Breta帽a, adem谩s de los bancos y las compa帽铆as multinacionales, utilizan el t茅rmino 鈥渆conom铆a verde鈥 como cortina de humo para esconder sus planes de privatizar bienes globales y crear nuevos mercados para los servicios que la naturaleza provee en forma gratuita.

 

鈥淒e este caballo de Troya surgir谩n nuevos mecanismos de mercado que permitir谩n que el sector financiero obtenga m谩s control sobre la gesti贸n de los bienes globales鈥, alerta la organizaci贸n.

 

En vez de contribuir al desarrollo sostenible y a la justicia econ贸mica, esta 鈥渆conom铆a verde corporativa鈥 llevar谩 a la privatizaci贸n de la tierra y de la naturaleza, las que pasar谩n a ser controladas por compa帽铆as multinacionales que las alejar谩n de las comunidades que dependen de ellas, indic贸 WDM.

 

Scrivener no cree que el Fondo Verde para el Clima alcance el objetivo de reunir 100.000 millones de d贸lares para 2020.

 

鈥淟a falta de fondos p煤blicos se volvi贸 la excusa de los pa铆ses industrializados para justificar su falta de colaboraci贸n econ贸mica para el clima o su intento de utilizar fondos privados para cubrir el vac铆o鈥, a帽adi贸 el funcionario de WDM.

 

鈥淟a realidad es que, si bien la crisis de deuda soberana en Europa aument贸 la presi贸n sobre la disponibilidad de fondos p煤blicos, se perdi贸 totalmente la oportunidad de explorar nuevas fuentes鈥, indic贸 Scrivener.

 

Por ejemplo mencion贸 que la idea de introducir nuevos impuestos a sectores muy contaminantes como la aviaci贸n y los transportes, mencionada durante la cumbre de Copenhague (http://ipsnoticias.net/nota.asp?idnews=94285) a fines de 2009, qued贸 en el olvido, pese a que ese tipo de medidas bastar铆an para cubrir la falta de fondos p煤blicos.

 

鈥淐uando se habla de escasez de fondos no debemos olvidar la deuda clim谩tica que el mundo industrializado le debe a las naciones en desarrollo鈥, remarc贸.

 

Ese dinero, que representar铆a una 铆nfima proporci贸n de los presupuestos de las naciones ricas, 鈥渘o deber铆a considerarse como un compromiso discrecional y su otorgamiento deber铆a verse como prioritario鈥, a帽adi贸.

 

鈥淧or desgracia, es poco probable que en R铆o de Janeiro se anuncie un paquete con fondos nuevos, y el borrador preliminar del documento final no establece nada significativo por fuera de la tradicional asistencia oficial al desarrollo, de 0,7 por ciento del producto interno bruto鈥, se lament贸 Scrivener.

 

鈥淓s malo, pero creo que la principal batalla en la cumbre girar谩 en torno a los principios para definir una nueva econom铆a verde鈥, remarc贸.

 

La actual crisis econ贸mica debiera servir de lecci贸n para los gobiernos sobre la inherente inestabilidad, la falta de sustentabilidad de nuestro sistema econ贸mico y las razones de por qu茅 debe ser reemplazado.

 

Pero los gobiernos se concentran en regresar a un crecimiento econ贸mico que no es sostenible e, incluso, eval煤an asignar un valor monetario a la naturaleza, lo que podr铆a extender la influencia de los inestables mercados financieros sobre el ambiente.

 

La crisis tambi茅n hace que los gobiernos resten importancia a los grandes desaf铆os que plantean el cambio clim谩tico, la reducci贸n de la pobreza y la degradaci贸n ambiental.

 

鈥淰emos que eso ocurre en diferentes 谩mbitos como la falta de ambici贸n del borrador del documento final de R铆o+20鈥, observ贸.

 

En lo que respecta al cambio clim谩tico, esa mentalidad qued贸 demostrada en el retiro de Canad谩, Jap贸n y Rusia del Protocolo de Kyoto, as铆 como por el intento de considerar al gas natural como una fuente de energ铆a barata que emite poco di贸xido de carbono.

World Summit of Legislators

鈥淚t is not that leaders committed to the wrong objectives at Rio 20 years ago.聽 Instead, the major problem has been the failure of Governments to implement properly their commitments. The World Summit of Legislators will address three critical omissions of the 1992 process in order to make Rio+20 a much greater success鈥.

路聽聽聽聽聽聽聽 1st World Summit of Legislators runs from Friday 15th to Sunday 17th in Rio.

路聽聽聽聽聽聽聽 Over 300 senior legislators from across the world will be attending (including 40 Presidents of Congresses and Speakers of Parliaments, and Chairs of Parliamentary Committees from 86 countries).

路聽聽聽聽聽聽聽 The World Summit of Legislators, supported by the UN and the Government of Brazil, begins a major new process for legislators dedicated to establishing a mechanism for scrutinising and monitoring governments on delivery of the original Rio agenda; progress within the UN Conventions on Biodiversity, Climate Change and Desertification; as well as commitments to emerge from Rio+20.

There has been a lack of credible and independent international scrutiny to monitor delivery since 1992.聽 Reflecting this, and recognising the role of legislators in monitoring and scrutinising the work of government, the World Summit of Legislators will establish a mechanism at the international level to monitor implementation of commitments by governments made at Rio+20, including a set of Rio Scrutiny Principles in order to strengthen legislators鈥 capacity to hold governments to account.

路聽聽聽聽聽聽聽 Legislation: Providing a platform to advance laws and share good legislative practice to underpin the Rio commitments

聽Recognising the role of legislators in developing and passing laws, the Summit will provide a platform to advance and share best legislative practice as well as to promote a mechanism within international processes that can recognise national legislation.

路聽聽聽聽聽聽聽 Natural Capital: Incorporating valuation of natural capital into government accounting

Recognising the role of parliaments to approve budgets and national accounts, the Summit will examine how the value of natural capital can be integrated within national economic frameworks to enable legislators to better monitor the use of natural capital.
