Después de la Conferencia de las Naciones Unidas sobre el Medio Ambiente y Desarrollo (1992) en Río de Janeiro, Benín, Bután y Costa Rica entraron por separado en acuerdos bilaterales de Desarrollo Sostenible con el Reino de los Países Bajos que se formalizaron en 1994. A partir de dichos Acuerdos Bilaterales, surge entonces en el año 2002 en Río +10, el Programa de Cooperación Sur-Sur entre Benín, Bután, Costa Rica (en adelante PSC).
